What is Scioto HWAP?

HWAP is a no-cost energy assistance program designed to increase the energy efficiency of dwellings owned or occupied by income eligible Scioto County residents, reducing customers household energy expenditures and improving customers health and safety. HWAP is provided to Scioto County residents at no cost for customers whose annual household income is at or below 200 percent of poverty. Proof of household income is required.

Who benefits from HWAP?

Households at or below the federal poverty guidelines and PIPP (Percentage of Income Payment Plan) utility customers. After weatherization, customers experience reductions in fuel usage and heating costs of up to 35%. This reduced usage benefits everyone by saving natural resources and reducing carbon emissions into the environment.

How do Scioto County residents apply for Weatherization Services?

Potential customers need to complete the Combined Energy Assistance Application (also known as the HEAP application). The applicant should contact CAO of Scioto County for more information at (740) 354-7541 or apply in person for weatherization services at 433 3rd Street in Portsmouth, Ohio.
